Veterans Affairs

VA Facilities

Veterans often manage pain from service-related injuries, post-surgical recovery, and chronic conditions over the course of many years. NeuroCuple® devices are drug-free and designed to be used alongside a veteran's existing care plan, directionally aligned with VA Whole Health's own emphasis on self-management and non-pharmacologic approaches to chronic pain.

Ordering is available through Lovell Government Services, a Certified Service-Disabled Veteran-Owned Small Business (SDVOSB) — a status directly relevant to VA's Veterans First Contracting Program, which gives statutory preference to VOSB and SDVOSB firms in VA procurement.

Department of Defense

Military, Coast Guard & Active Service Units

Active-duty personnel, Coast Guard members, and National Guard and Reserve service members manage training loads, field conditions, and recovery from minor injuries or overuse — often in settings where medication use needs to be considered carefully against readiness requirements. NeuroCuple® is passive and non-powered, with no batteries, charging, or resupply dependency, making it practical for unit-level distribution in both garrison and field settings.

NeuroCuple® devices are reusable; require no batteries, charging, wires, or external power; and can be used directly on the body or over clothing and dressings. Their compact, lightweight design allows service members to carry NeuroCuple® in their individual kit for immediate access — either for self-help or to assist a fellow service member — making it a practical, field-ready pain relief option for Veterans and service members managing acute and chronic pain in clinical, training, operational, and field environments.

Tribal Health & IHS

Tribal Health Programs & the Indian Health Service

Tribal health programs and Indian Health Service (IHS) facilities often serve communities where access to ongoing medical supplies or specialist care can be limited by distance and logistics. Because NeuroCuple® devices are reusable rather than single-use, they may be a practical fit for programs where frequent resupply of disposable products is logistically difficult.

Emergency Management

FEMA & State/Local Emergency Management

Disaster response and emergency shelter operations often need supplies that are simple to distribute, easy to use without training, and don't depend on a cold chain, power source, or pharmacy resupply. NeuroCuple® devices require no refrigerated or climate-controlled storage and can be distributed and used without specialized training — a practical consideration where staff and volunteer time is limited.

State and local emergency management agencies may also be able to access NeuroCuple® at federal pricing through GSA's 1122 Program (for counter-drug, homeland security, and emergency response operations, ordered through your state's governor-appointed coordinator) or the GSA Disaster Purchasing Program. Contact Lovell Government Services to confirm current eligibility and ordering details for your agency.

Other Federal & Institutional Buyers

Other Federal Buyers

PainRelief.io® is also relevant to other federal agencies and institutional buyers managing employee or population health, including:

  • Federal Bureau of Prisons — correctional healthcare programs looking for drug-free pain management options within controlled-substance-restricted environments.
  • U.S. Postal Service — occupational health programs supporting a workforce with high rates of repetitive-strain and on-the-job injury.
  • Department of Labor — Office of Workers' Compensation Programs (OWCP) — supporting injured federal employees with non-pharmacological pain management options.

If your agency or organization isn't listed here, contact Lovell Government Services directly to discuss availability and ordering.

Why Institutional Buyers Consider PainRelief.io®

  • Drug-free. NeuroCuple® technology does not rely on medication, making it an option to consider alongside other pain management tools where minimizing pharmaceutical use is a priority.
  • Reusable. Each device is designed for repeated use over time rather than single use, a practical consideration for facilities managing pain-relief supplies at scale.
  • Simple to distribute and use. No batteries, charging, or wiring — devices are placed directly on the area of discomfort and require no special training.
  • Bulk packaging available. 100-packs are built for facility-level distribution rather than individual retail purchase.

Clinical Evidence

NeuroCuple® is supported by a randomized, placebo-controlled clinical trial confirming an earlier open-label pilot signal. This evidence supports controlled evaluation and clinical discussion — it does not support replacing standard care pathways or medication decisions.

Randomized, sham-controlled trial (2026) Klatt et al., The Journal of Arthroplasty · University of Pittsburgh Medical Center Shadyside and UPMC East · n = 156 patients undergoing primary unilateral total knee arthroplasty, randomized 1:1 to active or sham device, patients/clinicians blinded · ClinicalTrials.gov NCT06460350 · Funded in part by the National Institute on Drug Abuse (NIDA/NIH)
26%
Less opioid use in the first 24 hours after surgery
(P = 0.015)
19%
Shorter hospital length of stay
(P = 0.006)
14%
Less pain at rest at week 1
(P = 0.05)

The trial also found fewer episodes of postoperative nausea and vomiting and less rescue antiemetic use in the active-device group, though these trends did not reach statistical significance at this study's size. No serious device-related adverse events were reported; device-related effects (skin irritation, discomfort, compression) were mild and resolved with adjustment or removal.

This trial builds on an earlier open-label pilot study (Chelly et al., Journal of Clinical Medicine, 2023) in patients undergoing knee or hip arthroplasty, which reported a 41% reduction in pain at rest and 52% fewer opioid refills within 30 days compared to standard care, and helped motivate this larger, placebo-controlled follow-up.
